The Equitable Building Decarbonization Program is overseen by the California Energy Commission and administered by the County of Los Angeles in the Southern California region. The program is part of California Climate Investments, a statewide initiative that puts Cap-and-Invest, formerly known as Cap-and-Trade, dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment—particularly in disadvantaged communities. Partial funding is provided by the Home Efficiency Rebates (HOMES) Program overseen by the U.S. Department of Energy.
The Southern California Equitable Building Decarbonization (EBD) Program connects you with pre-approved, publicly funded projects that bring no-cost home upgrades to Southern California residents. You skip the selling and focus on the work, helping families make their homes more comfortable, affordable and healthy.
By joining the EBD Program, you’re not just growing your business; you’re helping build healthier, more resilient communities across Southern California. Installers can include contractors, licensed electricians, licensed plumbers, HVAC professionals and more.
