Border Hybrid Energy Center Makes Renewable Power Available When Needed Most

SAN DIEGO — Middle River Power and San Diego Community Power today celebrated the completion of the Border Hybrid Energy Center, a new battery energy storage facility designed to improve local grid reliability and help keep power affordable for customers across the region.

“This project reflects what it means for a public agency to put customers first — capturing renewable energy when it’s abundant and delivering it when families and businesses need it most,” said San Diego City Councilmember and Community Power Board member Sean Elo-Rivera. “By pairing modern storage with local renewable resources, we’re advancing cleaner air and a more dependable grid while keeping affordability at the center of our work.”

Located at the existing CalPeak Power Border Peaker Plant, the Border Hybrid Energy Center provides 52 megawatt‑hours (MWh) of battery storage to capture renewable energy produced during the day and dispatch it when demand peaks, serving up to 10,000 homes with stored energy.

“Reliable power is the foundation of decarbonization, not a tradeoff. This facility reflects Middle River Power’s approach to modern energy development, investing in infrastructure that operates cost-effectively, strengthens grid resilience and supports California’s clean energy objectives,” said Graham Baldwin, Middle River Power Senior Vice President. ”We’re proud to partner with San Diego Community Power to deliver a project that balances environmental progress with affordable power the community can rely on.”

Developed, owned and operated by Middle River Power, with Community Power as the sole offtaker, the Border Hybrid Energy Center reduces reliance on the co‑located natural‑gas plant during peak demand, adding flexibility and resilience to the local energy system.

“San Diego Community Power’s mission is to provide clean, reliable, and affordable energy to our customers, and Middle River Power shares this commitment,” said Karin Burns, Community Power Chief Executive Officer. “Collaborations like this enable Community Power to deliver dependable clean energy for our customers across the region at the most affordable price.”
