What is the Equitable Building Decarbonization Program?

Make Your Home More Comfortable with No-Cost Upgrades

Qualifying San Diego County residents can receive no-cost home upgrades designed to make their homes more comfortable, support healthier indoor air and improve energy efficiency.

You’ll get a personalized plan to upgrade your space at no cost. Upgrades may include:

Who Is Eligible

Owners or renters of single-family, multifamily or manufactured homes in identified San Diego County communities whose income does not exceed 80% of the Area Median Income are eligible to apply. The program will help you determine your eligibility.

Community residents already enrolled in an income-qualified program may automatically qualify. Common programs include, but are not limited to:

The Equitable Building Decarbonization Program is overseen by the California Energy Commission and administered by the County of Los Angeles in the Southern California region. The program is part of California Climate Investments, a statewide initiative that puts Cap-and-Invest, formerly known as Cap-and-Trade, dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment—particularly in disadvantaged communities. Partial funding is provided by the Home Efficiency Rebates (HOMES) Program overseen by the U.S. Department of Energy.
