Shaping Local Energy Programs​

The Community Power Plan is our five-year strategic roadmap for designing and delivering local energy programs that meet the unique needs of our communities. These programs support energy education, electrification of buildings and transportation as well as increased energy efficiency.

By identifying program gaps and prioritizing what matters most to residents and businesses, the Community Power Plan helps Community Power deliver high-impact, equitable solutions.

How the Plan Was Created

The development of the Community Power Plan took place between July 2022 and May 2023. From the beginning, Community Power focused on engaging community members to better understand local priorities, needs and barriers to participation.

This input was combined with a market assessment and a review of potential programs to identify strategies that fill existing gaps. After a program prioritization process and funding analysis, a draft plan was created and shared publicly for community feedback.

Grounded in Community Voices

Community Power deeply values the input and partnership of local residents, community-based organizations, advocacy groups, and other community choice aggregators. Their insights shaped the direction of the Community Power Plan, helping ensure our programs are equitable, inclusive and responsive to local needs.

The plan reflects the knowledge and lived experiences of the people and organizations we serve. We are grateful for the time, energy and wisdom shared throughout the planning process.

The Community Power Plan is a five-year roadmap to deliver local energy programs that meet community needs. The Executive Summary highlights how the plan supports clean energy goals while focusing on financial stability, local jobs and environmental benefits.

Community Power listened to more than 3,450 community members to understand local priorities and challenges. Chapter 2 explains how diverse community engagement shaped program planning and ensured the voices of our communities were reflected.

Community Power reviewed more than 200 energy programs across California to identify gaps and opportunities. Chapter 3 shares what we learned from others and how that shaped our approach.
Community and organizational priorities guided the development of a program prioritization framework tool to rank which programs best meet the needs of our communities. Chapter 4 explains how programs were rated and selected.
Community Power analyzed funding sources available to implement program offerings. This included funding sources that are directly available to customers and those that Community Power can administer on behalf of customers. Chapter 5 outlines the funding options that can support new programs.

Chapter 6 details the 13 program types Community Power recommended in the plan, how they align with local priorities and each of their benefits and funding considerations.

Between August and October of 2022, Community Power conducted a community needs survey focused on understanding customers challenges, energy priorities and what programs they are aware of. We received 2,980 responses from community members and businesses within Community Power’s service territory.
