Learn how you can sell energy to San Diego Community Power by developing a local, small-scale renewable project on your property.

Turn Your Property Into a Clean Energy Project​

If you own or plan to develop a qualifying renewable energy system, like solar or wind, you may be able to enroll in our Feed-In Tariff (FIT) program. Once enrolled, your system becomes a FIT project under contract to sell all the energy it generates to Community Power. This provides long-term revenue for project owners while reducing demand on the energy grid and supporting regional clean energy goals.

This program is different from Net Energy Metering (NEM) or the Solar Billing Plan (SBP), which apply to renewable self-generating systems used to offset your own energy use. FIT is designed for customers who want to sell the energy they generate.

FIT Project Capacity

The FIT program can support up to 6 megawatts (MW) of new local energy. All 6 MW are currently available. As contracts are signed, Community Power will update the remaining capacity.

Benefits & Incentives

Local developers and property owners can earn fixed income by selling the renewable energy generated from their FIT projects to Community Power, contributing to a cleaner and more reliable energy grid. Here’s how participants benefit:

Standard Pricing

You’ll earn a set rate for every kilowatt-hour (kWh) of electricity your system delivers to the grid, with higher payments during hours when energy demand and emissions are highest.

Bonus Incentives

Investing in Local Jobs & Equity

All FIT projects follow Community Power’s Inclusive and Sustainable Workforce Policy, ensuring projects contribute to local economic opportunity, including:

  • Requiring payment of prevailing wages for all labor
  • Prioritizing local, skilled and diverse workers, including returning veterans and residents from underserved areas
  • Supporting local workforce training and apprenticeship programs that build long-term career pathways

Who Can Apply

To be eligible, your renewable energy generating system must be:

    • A new renewable energy resource
    • Less than 1 MW in size (no minimum system size)
    • Located within Community Power’s service territory
    • Certified by the California Energy Commission (CEC) as an Eligible Renewable Energy Resource (ERR) and described in the most current edition of the CEC’s Renewables Portfolio Standard (RPS) Eligibility Guidebook (Guidebook)
    • Interconnected to SDG&E’s distribution grid
    • Fully permitted by your local city or county
    • Execute Community Power’s standard, non-negotiable FIT Power Purchase Agreement (PPA)

FIT Contract

Each FIT project requires a standard PPA with Community Power. This agreement outlines the terms for selling your electricity and cannot be changed. You can choose a contract length of 10, 15 or 20 years.

Getting Started

Becoming a small-scale clean energy generator is a straightforward process. Follow the steps below to submit your application:

Step 1: Review Requirements

Applications are accepted on a first-come, first-served basis. Before applying, make sure you have:

  • A completed online FIT Application (paper forms not accepted)
  • A draft Interconnection Agreement or evidence that your project has passed Fast Track screening
  • Evidence of application for applicable permits
  • Proof of site control through the PPA delivery term
  • A forecast of your FIT project’s energy generation


Step 2: Submit Fees and Deposits

A non-refundable application fee of $500 is due at the time of application submission. In addition, applicants are required to pay three refundable deposits:

  • Reservation Security Deposit of $5 per kilowatt (kW) of Proposed Generator Capacity is due at the time of FIT Application submittal
  • Development Security Deposit of $5 per kilowatt (kW) of Proposed Generator Capacity is due at the time of FIT PPA execution
  • Performance Security Deposit of $10 per kilowatt (kW) of Proposed Generator Capacity is due at the Commercial Operation Date


Step 3: Application Review

  • Applications are processed on a first-come, first-served basis
  • You’ll receive an automated confirmation after your submission
  • Community Power will complete its review within 20 business days
  • Incomplete applications will be returned without processing

NEM and SBP allow you to use self-generated solar power at your home and get credit for extra energy you send to the grid. You can’t participate in FIT and NEM or SBP at the same time for the same renewable energy system.
