Building Solar Where It’s Needed Most

Solar Advantage’s Community Power program, also known as the Disadvantaged Communities Green Tariff (DAC-GT) program, supports the development of local small-scale solar projects in disadvantaged communities (DACs) as defined by CalEnviroScreen 4.0.

Community Power invites qualified developers to propose local small-scale solar projects through an annual public bidding process. Approved solar projects are expected to add up to 20.16 megawatts (MW) of clean local energy to the Cơ quan Quản lý Dịch vụ Công cộng California (CPUC) allocation. Once projects come online, qualified customers will receive a 20% discount on their electricity bill for up to 20 years without having to invest in a rooftop solar system.

To be eligible for consideration under this RFO, proposed projects must:

  • Be physically located within SDG&E’s service territory
  • Be electrically connected to a circuit, load or substation within SDG&E’s service territory
  • Be located in or within five miles of an eligible DAC

  • Provide energy and associated Green Attributes/Renewable Energy Credits (PCC1)
  • Provide Capacity Attributes/Resource Adequacy, if available for battery energy storage systems (BESS)
  • Be a new-build, in-front-of-the-meter solar photovoltaic (PV) project
  • Not be a standalone storage project
  • Create and transfer all applicable RECs to San Diego Community Power through the Western Renewable Energy Generation Information System (WREGIS)
  • Maintain an active WREGIS account for the full contract term
  • Qualify as a Renewable Portfolio Standard (RPS)-eligible resource
  • Be certified by the California Energy Commission (CEC) as an Eligible Renewable Energy Resource, or obtain certification before the first delivery date
  • Apply for interconnection and secure an interconnection agreement under SDG&E’s Wholesale Distribution Access Tariff (WDAT) for distribution-connected projects. Rule 21 does not apply.
  • Apply for interconnection and secure an interconnection agreement under CAISO’s Generator Interconnection Procedures (GIP) for transmission-connected projects.
  • Have a solar PV capacity of 500 kilowatts (kW) to 20 MW AC
  • Have a Commercial Operation Date no later than December 31, 2030
  • Commit to a 20-year contract term
