Longtime Finance Leader Brings Track Record of Strengthening the Agency’s Financial Foundation
SAN DIEGO – San Diego Community Power announced today that Timothy Manglicmot, the agency’s longtime Senior Director of Finance and Risk, has been appointed Chief Financial Officer.
“Above all, my foremost responsibility is the careful stewardship of ratepayer funds,” Manglicmot said. “My commitment is to provide steady and consistent leadership that our staff, executive team and Board can depend on. Our agency’s financial responsibilities remain unchanged, as does our commitment to meeting them.”
Manglicmot joined Community Power in January 2022 as one of its first 20 employees, following eight years at the San Francisco Municipal Transportation Agency, where he served as Finance Director. He was promoted to Community Power’s Director of Finance in June 2024 and served as the agency’s interim CFO for three months earlier this year.
During Manglicmot’s tenure, Community Power has built a strong financial foundation while continuing to deliver cleaner electricity at competitive rates. He has led or supported efforts to:
- Build Community Power into a financially stable, investment-grade public agency with an “A” credit rating faster than any other Community Choice Aggregator in California;
- Deliver cleaner electricity at competitive rates while lowering costs for customers in multiple years;
- Earn the Distinguished Budget Presentation Award from the Government Finance Officers Association for two years;
- Complete three clean energy prepayment bond transactions designed to lower long-term power costs, including two approximately $1 billion transactions expected to save customers more than $12 million annually;
- Build Community Power’s financial reserves to nearly $700 million; and
- Establish a Rate Stabilization Reserve to help protect customers from energy market volatility and future rate increases.
“Timothy has dedicated his career to public service and has played an important role supporting the Board to bring customers lower electricity generation rates while creating a resilient financial position for the young agency,” said Community Power Board Vice Chair and National City Councilmember Ditas Yamane. “While this is a new role for Timothy, he is no stranger to the needs of Community Power’s customers and communities it serves.”
Manglicmot was born and raised in Chula Vista, where he now lives with his wife and three children. He is an active member of the community who serves as a City of Chula Vista Planning Commissioner, Chula Vista Elementary School District Surplus Property Committee Member, Southwestern Community College District’s Bond Oversight Committee Member and the chair of an elementary school site council.
