The Solar Billing Plan (SBP), also known as the Net Billing Tariff, is the successor to NEM. SBP is a new approach for compensating renewable energy generation and is intended to promote grid reliability and incentivize solar and battery storage. SBP was established by the California Public Utilities Commission (CPUC) in December 2022 and went into effect for all new customers installing solar systems or any other renewable self-generation system on or after April 15, 2023.
SDCP has one of the most progressive and generous Solar Billing Plans in California. Payback periods for new systems paired with battery storage are approximately six years, which is a similar timeframe as what was anticipated for NEM 1.0 and NEM 2.0 customers when those programs were launched. Please note that existing solar customers will not be impacted by SBP and will remain on their current NEM tariff until the completion of their legacy period (20 years from the time their system was connected to the electric grid). After the 20-year legacy period, NEM customers will be transitioned to SBP.
